2026 Legislative Update
End of Session Letter, April 19. 2026

Dear Friends and Neighbors of Legislative District 24:
As the 2026 legislative session has adjourned, I want to share a brief update of what was accomplished this year.

My Committee assignments are House Vice Chair on Joint Finance-Appropriations Committee (JFAC), Agricultural Affairs and Resources and Conservation.

JFAC sets  the state’s budgets. That gives me the opportunity to review and help shape all the budgets. The Governor imposed a 3% holdback in August and JFAC set a 1% reduction for fiscal year 2026 and 2% for 2027. This was required to implement tax conformity for the Big Beautiful Bill retroactively to January 1, 2026, as well as provide an adequate fund carry-over for fiscal years 2026 and 2027. That means virtually every Idaho taxpayer will have lower taxes for 2026 and beyond!

K-12 education, Idaho State Police, Medicaid and Corrections were not cut. Other budgets were cut across the board sometimes affecting safety, health, and vital operations. With help of staff, I
created a list of 37 vital budget items including Behavioral Health, Public Health Districts, WWAMI, Meals on Wheels, Youth Assessment Centers, Pardons and Parol, Fire Preparedness, Specialty Courts for Mental Health, Community Colleges, Career Technical Education and Military Division Education Assistance. None of these had particularly large price tags, but each was crucial to providing necessary, and sometimes lifesaving, services to Idahoans.

I carried bills including silver and gold as Legal Tender, a Resolution assuring independence of Conservation Districts while moving to Idaho Department of Water Resources and 12 budget bills.

I work diligently to support funding and implementation of aquifer recharge projects to sustain
and eventually fulfill agricultural water permits as well as providing additional water for
industrial and domestic growth.

Other areas I worked on include streamlining the regulatory process for Mining permits. Idaho contains over $1 trillion of strategic and valuable minerals. The mining and processing of this vast wealth would sustain economic vitality for generations. I also promote nuclear power, particular development and manufacturing of small modular and micro reactors in Idaho. This is the future of low and stable power costs for Idaho.
